News.com: Lawmaker recycles e-waste bill

A congressman from California on Thursday introduced legislation aiming to promote a national infrastructure for computer recycling. The bill, H.R. 1165, would assess a fee of up to $10 on all retail sales of desktop PCs, notebooks and monitors. It is also intended to provide incentives for computer makers to take back their machines for recycling and reuse.

Good idea, if it works. If I was sponsoring the legislation, which I'm not (obviously), I would include a way for non-tech-savvy-types who want to get rid of their old computers to completely wipe their hard drives clean. Personal data, operating system, the whole she-bang.

Our town has put on a community electronics dump a couple times in the past. I have a vague recolleciton of an incident where someone's electronics they took to the event ending up in someone else's home or business. Not a good thing.
