Katrina: How to pay

U.S. Senator and fellow Illinois blogger, Barack Obama, has some proposals for paying to rebuild after Katrina. Cutting 'pork' to rebuild coast:

I believe that we can quickly find $100 billion for Gulf Coast reconstruction with a balanced approach that finds half the money in spending cuts and half the money in the delay and repeal of tax breaks, primarily for millionaires.
To cut $50 billion in spending, we could put a two-year moratorium on all pet projects and other local spending. We could defer projects such as the $10 billion mission to Mars or eliminate unnecessary business subsidies.

I just want to say something about financial frugality. Once you go austere, priorities become clear. It's hard at first – spending less. Or spending wisely. Like so many Americans have had to do out of necessity, Congress needs to put tight controls on the checkbook and rein in the debt.

It can be done.
